'The Hunger Games' Power Rankings: Who Was The 'Mockingjay' Victor?

Who's top manem in all of Panem?

Though there may not be any actual Hunger Games, it's clear by the end of "The Hunger Games: Mockingjay - Part 1," that there are winners and there are big, big losers. To that end we decided to scratch our HG itch and rank the main characters from biggest loser, to biggest winner.

That way, by the time "Part 2" rolls around, we'll know where everybody stands in the Panem power rankings:

9. Peeta Mellark

Poor little Peeta pocket. He's used, abused and captured by the end of the movie, with no cure for his hijacking in sight. The only thing Peeta really has power over is Katniss' affections, and even that is tenuous: she could go for Gale at a moment's notice.

8. Katniss Everdeen

Though she's the protagonist of the series, Katniss has been totally p0wned by President Snow, used by President Coin and -- as mentioned -- can't even control her emotions for Peeta or Gale. There's still a full movie to go, but by the end of "Part 1" Katniss has become useless to both the rebellion and the Capitol.

7. Effie Trinket/Haymitch Abernathy (tie)

The Tribute training duo certainly stepped it up in this movie. Though they've lost their wigs and whiskey respectively, they've gained favor in Coin's rebellion, earned the trust of Katniss, and are at the center of the action. They may not be the fulcrum Panem revolves around, but they do have a fair amount of pull.

6. Gale Hawthorne

Who would have thought Katniss' hunting partner would have stepped it up so much this time out? Gale became not just a confidant of the rebellion, but a key member of their plan to rescue the victors from the Capitol. Though he may not have Katniss' affections, he does have everything else a growing boy in war-torn Panem might need.

5. Plutarch Heavensbee

It's fair to say that Plutarch is the second most important character in "Mockingjay - Part 1," though not the most powerful by the end. He spurs both Katniss and Coin to action, as well as instigating the rebellion through his propos. He even manages to get poor Effie out of her funk... Though when it comes to the war itself, Coin shuts him down neatly.

4. President Coin

Speaking of Coin, she's the leader of the rebellion -- and with Plutarch's words, and Katniss' support, she's managed to rally an entire country to rise up against its vicious leader. She's in control and ready to take the fight to the Capitol in "Part 2."

3. Prim

Like Lady Macbeth herself, Prim manages to ignite a war based on whispers. She's always at the forefront of Katniss' mind, she nearly gets some major characters killed when the Capitol attacks District 13, and she even kicks off Katniss' propaganda career all so she can keep her cat.

Let's talk about that cat. Prim's whole motivation is about the flippin' cat, Katniss realizes she's being toyed with while playing with the cat... This is, easily, the most important cat in all of Panem. Nothing in the plot of the movie would have happened without this indestructible tabby.

1. President Snow

There's no question by the time the credits roll: Snow is in control. He's at least one, if not two steps ahead of everyone, and nothing happens without his say-so. Coin thinks she's tricked the Capitol into not discovering District 13's location? It's a ruse, so Snow can taunt Katniss. They think they've freed the victors? Nope, they actually drove Peeta insane to break the rebellion's spirit. If there's a more potent visual metaphor, it's that when the power gets turned off in the Capitol, it becomes apparent that Snow could have turned it back on any time he wanted.

But will his control last until "Part 2?"
