maybe it was a will thing.he could have been mad when they took the mug shots,so he let his eyes go wolf so the pics wouldn't come through.remember he was born werewolf,so he has greater control over it.he uses anger to control himself during the full moons,he is in his element when he is angry.
i think he is like the Argents but on the "monsters side".instead of hunting bad monsters,he gathers and supplies info for the good monsters.although i think they may sweak his character further down the road,to make him more of a warrior.

Okay, but in season two Scott is constantly photographed with the odd flashing eye thing going on. I remember them saying it has something to do with being a werewolf and they can’t control it; so the same should apply to Derek. Unless it has something to do with the flash of the camera, then it would make sense their eyes do that flashy thingy.
