@Paul - It's spelled "mongrel". It refers to mixed ancestry. Among humans, mongrel and mongrelize are derogatory terms for the mixing of "races", known as miscegenation. It flows with the lyrics, "Where the dogs of society howl". The entire song is about leaving behind a society of low-life, self-centered degenerate people on drugs.
Elton's voice here is transforming from tenor to baratone. It will be interesting to hear more of his latest creations. His falsetta has left, but I look forward to his future.
