If you think you know <a href="/music/artist/hilton_paris/artist.jhtml">Paris Hilton</a>, think again. In "Paris, Not France," a new documentary airing Tuesday (July 28) at 8:30 p.m. ET on MTV, the heiress aims to show the world who she really is and how hard she works to be in the spotlight.
</p><p>Shot by director Adria Petty in London, New York, Tokyo, Los Angeles and Las Vegas, the film focuses on Paris Hilton as a brand. "I wanted to do a documentary to show the real me," Hilton told MTV News. "I think there's a lot of misconceptions in the media. This movie is very personal. It's kind of like a diary."

</p><p>Hilton said when she talked with Petty about making the film, she "broke it down to her and talked about things that have never been spoken about before, and people will learn a lot from that."
</p><p>She goes on to explain that the film was shot about three years ago and that it took awhile for her to get up the courage to release it. "At first, I was shy to release it," she said, adding, "I didn't feel comfortable, but over the years, I've really grown as a woman."
</p><p>In addition to interviews with Paris, the film also features Donald Trump and media figures like Jeff Vespa of WireImage and Richard Johnson of the <i>New York Post</i>'s Page Six.
</p><p>While it might seem like a lot of people know her well, Paris finds it hard to have real friends. "It's really hard for me to trust people, especially growing up in Hollywood," she said. "From growing up here, I've learned to have a tough skin."
</p><p>She's also learned to put on a special public persona. "The public Paris Hilton is a little different than I am in real life," she admitted, noting that in real life, she loves to relax in sweats. "When I'm in public, it's a lot more glam."

Paris Hilton: Jailbird, sure. Savvy media player, absolutely. If anyone had any doubts about Hilton's talent for turning a personal nightmare into a PR win, the hotel heiress' appearance at the <a href="http://www.mtv.com/ontv/movieawards/2007/">2007 MTV Movie Awards</a> laid those doubts to rest.
</p><p>Even though Hilton was due at any moment to check in to prison as a result of a parole violation, <a href="/movies/news/articles/1561552/20070603/story.jhtml">she still attended the show</a> and walked proudly down the Los Angeles red carpet.

</p><p>"Everybody thought because she's going to jail really soon, she's going to drop off the radar," executive producer Mark Burnett said. "But Paris Hilton's very smart. She did the opposite and showed up."
</p><p>If the paparazzi wanted to trail Hilton everywhere she went, hoping to catch a coveted glimpse of the reality star slinking shamefaced into prison, Hilton's strategy was to step into the eye of the storm. Plus, she just wanted to have a good time.
</p><p>"I decided to do something nice before I went off," she told MTV News.
</p><p>Inside the Gibson Amphitheatre, Hilton settled into a prime seat near the stage as <a href="/movies/news/articles/1561557/20070603/story.jhtml">host Sarah Silverman</a> came out for her opening monologue. Any question about whether the acerbic comedian would go after Hilton were dismissed when Silverman launched into an off-color joke involving male genitals and prison bars. But while Paris was sitting there taking a beating, she had her own plan in the works.
</p><p>After staying for almost the entire show, she headed off &#8212; not to some glitzy afterparty, but <a href="/news/articles/1561567/20070604/hilton_paris.jhtml">to jail</a>. Meanwhile, the paparazzi were busy chasing celebrities at the Movie Awards. The end result was that all the photogs missed the money shot of Hilton slipping into prison.
</p><p>"She knew Sarah Silverman would go after her and make it a big, uncomfortable moment," Burnett said. "But she was willing to deal with that because she knew afterwards, when the paparazzi least expected it, she checked herself into jail."

In a recent interview, Paris Hilton explained why her boyfriend &#8212; and Lauren Conrad's ex &#8212; Doug Reinhardt wouldn't be appearing on any future episodes of the "The Hills."
</p><p>"The show is, like, so lame and fake," she told <a href="http://www.usmagazine.com/news/paris-hilton-the-hills-is-so-fake-and-lame-2009285" target="_blank">UsMagazine.com</a>. "He doesn't even want to be a part of it. They make up relationships when they're not there, and he just thinks it's lame," she said. "I've never seen the show in my life. I have no idea what it's about. But he just thought it was cheesy."

</p><p><a href="/movies/news/articles/1612253/20090527/story.jhtml">MTV Movie Awards weekend guest hosts</a> and "Hills" stars Frankie Delgado and Stephanie Pratt responded to her comments, telling MTV News she should apologize.
</p><p>"Doug's not even on the show, so I don't even understand that," Pratt said. "And in real life he is friends with those boys, so it's not fake. I would never call her show dumb, so I think she should apologize."
</p><p>Delgado also defended his show, saying, "She knows that it's not fake. It's not fake at all. It's a real show. It's as real as it gets. There's no way to create that kind of drama. Nothing can even be scripted like that. Things do happen and they happen for a reason."
</p><p>But Delgado is quick to point out that although there's nothing fake about the show, sometimes their friends' personalities may give people that impression. "Some people ... maybe their personalities are fake. They act fake on the show, but that's what makes it dramatic," he explained. "She should understand it's all entertainment. It's all business ... Paris, it's all business."

<a href="/music/artist/hilton_paris/artist.jhtml">Paris Hilton</a> and Benji Madden have ended their relationship, <a href="http://www.usmagazine.com/news/parils-hilton-and-benji-madden-split" target="_blank">according to <i>Us Weekly.</i></a> The split puts the famed hotel heiress, 27, and 
<a href="/music/artist/good_charlotte/artist.jhtml">Good Charlotte</a> guitarist, 29, back on the market after nine months of dating.
</p><p>"Even though they are still in love, they felt it would be better to just be friends," an unnamed source close to <a href="/movies/news/articles/1598795/20081106/story.jhtml">the "Repo! The Genetic Opera" star</a> told the magazine.
</p><p>"Benji was overprotective and controlling. He doesn't get along with any of her friends," the source continued, sharing their thoughts on why the couple called it quits. "Friends thought Paris had changed since being with Benji, and she wants to be herself again."
</p><p>Things moved fast for the couple, who made their relationship public in February. In August, Hilton confirmed in <a href="/movies/news/articles/1591944/20080731/story.jhtml">an interview with MTV News</a> that the two had co-written a song for her upcoming album, saying their talents and sensibilities "really mixed well."
</p><p>"Well, he's such a talented writer. We're in love, so we can really write well together," she said at Comic-Con in San Diego. "We're kind of on the same wavelength, the way we think."
</p><p>According to <i>Us,</i> Hilton was spotted over the weekend canoodling with ex-boyfriend Stavros Niarchos in Miami. Their interactions reportedly remained platonic.
</p><p>"Nothing went on between Paris and Stav in Miami," the magazine quoted their source as saying. "She was there for a girls weekend with her [best friends]."
</p><p>Madden's twin brother, Joel, recently <a href="/news/articles/1579529/20080111/good_charlotte.jhtml">had a baby</a> with his girlfriend and Hilton's friend, Nicole Richie.

On Tuesday night (October 21), <a href="http://perezhilton.com" target="_blank">Perez Hilton</a> makes a cameo on his namesake's new MTV show <a href="http://www.mtv.com/ontv/dyn/parisbff/series.jhtml">"Paris Hilton's My New BFF,"</a> airing at 10 p.m. ET. So how did the two Hiltons come together for the best-friend hunt?
</p><p>"I got a call from Paris, and I was happy to be involved," he told MTV News. "Quite simple, actually."
</p><p>In the episode, Perez uses his dirt-digging skills to find out people's true intentions in the house. Even though he made a cameo, he said he couldn't begin to speculate on who Paris will choose as the winner.
</p><p>"I really have no clue, and that's what makes the show so exciting," he said. "The person I thought was best isn't necessarily the one Paris likes the most, so you'll just have to keep watching to find out."
</p><p>Perez also told us that despite the show's mission statement to find Hilton a new shopping and partying companion, the future seems bleak for the contestants. "They were all very much reality-television losers," he said. "I doubt any of them will really become Paris' BFF in real life, but they make for great reality television, because they're all crazy."
</p><p>After he got to know the contestants, he warned Paris that she needs to watch her back when media-hungry Onch is around. "He has a jewelry line that he's looking to promote, so he may be using her," he said. "A lot of people in the house may be using her." And why is that? "They just want to be on TV, duh," he joked.
</p><p>So is anybody actually there because they care about Hilton? Perez says yes, naming "Corrie, the Christian girl," as the most authentic. Perez said Tuesday's episode is "definitely explosive," telling MTV News, "I end up making out with the Christian girl. And there's nudity and some fighting. Lots of fun."

For almost 25 years now, there's been no better place for the famous to "Step and Repeat" than the <a href="http://www.mtv.com/ontv/vma/2008/">MTV Video Music Awards</a> &#8212; and they've rarely disappointed, whether their finery is triumphant or tragic.

In fact, we'd even bet that this appearance played no small role in taking Ms. Fox from action-movie eye candy to red-carpet starlet.
</p><p><a href="/music/artist/outkast/artist.jhtml">Outkast</a> may be at #9, but they've proved time and time again that they know how to stand out in the crowd &#8212; especially with Andre at the helm of this fashion ship. From his orange overalls in 2003 to his classy pink and green golfer combination in 2001, he and Big Boi turn it out for every carpet under the sun. As Big Boi himself said, "We coolin'!"
</p><p><a href="/music/artist/rupaul_1/artist.jhtml">RuPaul,</a> who comes in at #8, worked it hard in 1993, proving that stunning style can come in very large packages. In a sequined, black, floor-length Pamela Dennis gown, the nearly 7-foot-tall drag queen brought some old-Hollywood glamour to the ceremony. She was quick to point out that despite the fabulous exterior, "Underneath it all, I'm just a simple girl!"
</p><p>Seven is a lucky number for <a href="/music/artist/timberlake_justin/artist.jhtml">Justin Timberlake,</a> who hit the 2006 VMAs in New York in a snappy three-piece suit, showing the world that the man wasn't just singing about bringing sexy back.
</p><p>Coming in at #6 is <a href="/music/artist/50_cent/artist.jhtml">50 Cent,</a> who surprised everyone in 2003 by looking more gangster than gangsta in a pinstripe suit. Nuzzling in at #5 is <a href="/music/artist/simpson_jessica/artist.jhtml">Jessica Simpson,</a> who makes the grade for her white-hot Miami-heat dress and short, windblown tresses in 2004. <a href="/music/artist/west_kanye/artist.jhtml">Kanye West,</a> who went for classic glamour in a tuxedo in 2007, slides in with style at #4.
</p><p>Never one to shy away from taking a risk, <a href="/music/artist/rihanna/artist.jhtml">Rihanna</a> rocked the carpet last year in a hot-pink, low-cut bodice gown that finds her sashaying into our #3 spot.
</p><p>At #2 is the Bad Boy himself, <a href="/music/artist/puff_daddy/artist.jhtml">Diddy,</a> who made a grand entrance and looked hot doing it in 2004 in Miami. He said, "You know we gotta make a grand entrance" &#8212; and he certainly did that, disembarking from a giant yacht in a white tuxedo (with Bruce Willis rather inexplicably in tow).
</p><p>And shining at #1 is the queen of style herself &#8212; and the <a href="/news/articles/1593321/20080821/stefani_gwen.jhtml">newly minted mother of two</a> &#8212; <a href="/music/artist/stefani_gwen/artist.jhtml">Gwen Stefani,</a> who has transformed herself from SoCal ska siren to full-on pop goddess. This hot momma has described getting ready for these events as being "so exciting, still!" But really how can anyone doubt the woman who started the hip L.A.M.B. line and has said, "It's like playing Barbie, but with giant, huge, full-grown models!"
</p><p>OK, those were the triumphs. And now, the moment we know you've all really been waiting for: the non-triumphs ...
</p><p>At #10, <a href="/music/artist/brown__chris__18_/artist.jhtml">Chris Brown</a> went for McDonald's chic in 2006, wearing what appeared to be a uniform for the hamburger chain. On the carpet he said, "You know, I'mma let 'em have that right quick, right?" Maybe he meant fries?
</p><p>In at #9 is <a href="/music/artist/hilton_paris/artist.jhtml">Paris Hilton,</a> who decided that rocker chicken would be a hot look for the 2006 VMAs. It had too much of everything: too much fluff, too much black, too much white &#8212; and she even rocked ankle boots and gloves. Eighties prom queen, anyone?
</p><p>A <i>love triangle</i> (har har!) of questionable fashion choices comes up next. At #8 is <a href="/music/artist/kid_rock/artist.jhtml">Kid Rock,</a> whose fringed cowboy style left many stylists singing the blues. He is followed by 2007 sparring partner <a href="/music/artist/lee_tommy/artist.jhtml">Tommy Lee,</a> whose flasher getup in 1999 earns him the #7 spot. It's always more appropriate to wear clothes <i>under</i> your trench coat, Tommy.
</p><p>But it's their shared former flame <a href="/movies/person/1443/personmain.jhtml">Pamela Anderson</a> (in at #6) who tops off this unholy trinity with her 1998 getup, especially her peculiar accessory: a top hat that puts both of those guys' looks to shame. She said the look was "so off the hook," but really the look was more, well, <i>off.</i>
</p><p>Former "House of Style" host <a href="/movies/person/235859/personmain.jhtml">Rebecca Romijn</a> comes in at #5 with her animalistic 1998 outfit: a hairy black gown that screamed "Mortia" more than style icon. "It's horse hair," she said. "Somewhere there's a bald horse running around in a field." All we have to say is, it looked better on the horse.
</p><p>In 1997, our #4 choice <a href="/music/artist/rhymes_busta/artist.jhtml">Busta Rhymes</a> opted for a Far East superhero look, and then topped himself two years later with what can only be described as a yellow halter onesie.
</p><p>At #3 is reformed fashion offender <a href="/music/artist/aguilera_christina/artist.jhtml">Christina Aguilera,</a> who in 2003 was nearing the end of her bad-girl phase &#8212; but that pink Cavalli dress she wore that year still leaves a bad taste. "I just loved the pink off-setting the black," Christina said &#8212; too bad nobody else did.
</p><p><a href="/music/artist/lil_mama__2_/artist.jhtml">Lil Mama</a> probably had a case of the terrible twos before getting ready for last year's VMAs &#8212; which makes her a fitting #2 on our countdown. The rapper showed up in one of the most bizarre outfits ever to hit the red carpet: She was dressed like a baby, pacifier and all.
</p><p>And finally, is anyone who remembers her 1999 getup surprised to see that <a href="/music/artist/lil_kim/artist.jhtml">Lil' Kim</a> tops our list? Let's just say that the rest of her shirt wasn't the only thing missing from that outfit. Kim said she "just wanted to do something that would say, 'Look at her!' " She accomplished that many times over.

During the Vietnam War, presumptive Republican presidential nominee Senator <a href="http://think.mtv.com/profile/mccain2008">John McCain</a> survived air-combat missions, a bayonet wound, countless injuries and, perhaps most harrowing of all, an extended stay as a prisoner of war at the Hanoi Hilton.
</p><p>But can his political career survive a different Hilton?
</p><p>In a 30-second <a href="/news/articles/1591820/20080730/story.jhtml">campaign ad that debuted last week</a>, McCain mocked Democratic rival Senator <a href="http://think.mtv.com/BarackObama/">Barack Obama</a>'s image as a media star by flashing pictures of tabloid staples Paris Hilton and Britney Spears in the opening shots. On Tuesday (August 5), Hilton shot back at the spot in <a href="http://www.funnyordie.com/videos/64ad536a6d" target="_blank">her own fake commercial hosted on FunnyOrDie.com</a>, calling the 71-year-old senator "wrinkly" and "old."
</p><p>To the tune of "America the Beautiful," a bikini-clad Hilton goes on to discuss in the video where you can get the best tan ("Maui") and suggests that we combine McCain's desire for <a href="/news/articles/1589684/20080619/story.jhtml">offshore drilling</a> with Obama's plan to offer tax incentives to auto companies for making hybrid and electric cars ("We can do limited offshore drilling," the socialite suggests, "with strict environmental oversights").
</p><p>Hilton's video is a good-humored attempt at spoofing the first ad, but representatives for McCain's campaign nevertheless immediately <a href="http://www.tmz.com/2008/08/05/mccain-paris-is-my-energizer-bunny/" target="_blank">responded to the clip on TMZ.com</a>.
</p><p>"Sounds like Paris is taking the 'All of the Above' energy approach that John McCain has advocated &#8212; both alternatives and drilling," spokesman Tucker Bounds told the gossip site. "Perhaps the reality is that Paris has a more substantive energy plan than Barack Obama."
</p><p>In the past, the Hilton family has supported the Republican Party, even donating money to McCain's campaign.

Just when you thought <a href="/movies/person/322005/personmain.jhtml">Paris Hilton</a> hadn't invaded every single aspect of our culture, here comes <a href="http://think.mtv.com/profile/mccain2008">John McCain</a>. As news swirls about Hilton's inclusion in a <a href="/news/articles/1591820/20080730/story.jhtml">McCain television ad equating Barack Obama with the red-carpet mainstay</a> (Hilton's representative told MTV, "Miss Hilton was not asked, nor did she give permission for the use of her likeness in the ad and has no further comment"), the 27-year-old would like you to remember that she's not just a lightning rod, she's also an actress.
</p><p></p><div style="margin: 0px 10px 10px 0px; float: left;"><embed src="/player/embed/mtv/news/" wmode="transparent" type="application/x-shockwave-flash" allowfullscreen="true" flashvars="CONFIG_URL=/player/embed/mtv/news/configuration.jhtml?id=1591935&amp;allowFullScreen=true" allowscriptaccess="never" base="." height="259" width="290"></embed></div><p>And by the way, you can put your knives away for her next performance. When <a href="/movies/movie/338072/moviemain.jhtml">"Repo! The Genetic Opera"</a> comes out November 7, you just might have second thoughts about Hilton's critically savaged big-screen presence. Light years better than she's been in films like <a href="/movies/movie/252919/moviemain.jhtml">"House of Wax"</a> and <a href="/movies/movie/372072/moviemain.jhtml">"The Hottie &amp; the Nottie"</a> (faint praise, we realize), Hilton stars as the plastic-surgery-addicted Amber Sweet.
</p><p>MTV caught up with Hilton and her "Repo" co-star <a href="/movies/person/233355/personmain.jhtml">Alexa Vega</a> (all grown up after three "Spy Kids" films) moments before they took the stage at Comic-Con in support of their new film, a rock opera from the makers of "Saw." MTV found a confident and relaxed Hilton, as excited about her forthcoming album and collaboration with boyfriend <a href="http://www.mtv.com/music/artist/good_charlotte/artist.jhtml">Benji Madden</a> as her new film.
</p><p><b>MTV</b>: Is this the first Comic-Con for each of you? Paris, have you been here before?
</p><p><b>Paris Hilton</b>: This is my first Comic-Con. I'm very excited.
</p><p><b>Alexa Vega</b>: [<i>Holding the microphone.</i>] I feel like I'm interviewing her. [<i>Laughs.</i>] How was your "Repo" experience, Paris?
</p><p><b>Hilton</b>: It was incredible because of you.
</p><p><b>Vega</b>: Thank you.
</p><p><b>MTV</b>: This is not an easy sell of a movie. Was it tough to convince you to sign on?
</p><p><b>Hilton</b>: I read the script and immediately fell in love with it. I'm a huge fan of [director] Darren [Lynn Bousman]. I love the <a href="/movies/movie/251464/moviemain.jhtml">"Saw"</a> films, so the fact that I was being offered a role like this &#8212; which is completely different and so different than me &#8212; I was just so excited to even get to be a part of it. I really worked my hardest. There were, like, 25 top actresses trying out for this part, and I got the part.
</p><p><b>MTV</b>: Your character is addicted to plastic surgery. Where do you stand on that issue?
</p><p><b>Hilton</b>: Well, I've never had any plastic surgery, so doing a character like that &#8212; it was a lot of fun to change because every scene I have a different nose, I have different eyes, different hair. We were using a lot of prosthetics, so every scene you can't really tell that it's me, so that was a lot of fun.
</p><p><b>MTV</b>: Is this kind of a wish fulfillment? You know, there aren't that many musicals nowadays, let alone something this inventive and this kind of cool, very interesting production design.
</p><p><b>Vega</b>: I feel like this is so unique and so different. It's not a musical, it's not a horror film &#8212; it's everything. It has a lot of depth and a lot of layers to it. I think that when people go to watch this film they're going to be so overwhelmed. [<i>To Paris</i>] And then your performance on top of that, I think it's going to shock a lot of people. It's showing a lot of different sides of people, which I think will blow our audiences away.
</p><p><b>MTV</b>: Paris, we're used to seeing you at parties and red carpets. Comic-Con is a bit of a different vibe for you.
</p><p><b>Hilton</b>: It's definitely the place we need to be. And I love comics. I've always been a big fan of them. I'm kind of like a little comic-y at heart, so I think that I'll like everyone here.
</p><p><b>MTV</b>: Having done this musical film, does Broadway interest you?
</p><p><b>Hilton</b>: I was actually offered the role of Roxy in "Chicago," and we did some dance rehearsals and everything. But then I found out the schedule, and it was six days a week for a couple of months. And they wanted me to go to London after New York. I was very flattered to be offered that role and I love "Chicago," but with my schedule and everything, there was no way I could fit it in.
</p><p><b>MTV</b>: Where does your next album stand?
</p><p><b>Hilton</b>: With my show "BFF" on MTV, I'm going to be releasing an album with it. I just finished recording the main title song. Benji [Madden] and I wrote [it] together. I built, like, a whole recording studio in my house.
</p><p><b>MTV</b>: How was it writing with Benji?
</p><p><b>Hilton</b>: Well, he's such a talented writer. We're in love, so we can really write well together because we're kind of on the same wavelength, the way we think. With our talents together, it really mixes well.
</p><p><b>MTV</b>: How would you describe the music on the next album?
</p><p><b>Hilton</b>: It's really feel-good music &#8212; it's happy, it's dance music. It's a lot different than my last album, and the words really mean a lot to me.
</p><p><b>MTV</b>: Do you have a favorite track?
</p><p><b>Hilton</b>: The "best friends" songs I really like. There's a song called "You Are My Best Friend," and it's really sweet.
</p><p><b>MTV</b>: You have always said you want to be a mom. Do you think you will soon?
</p><p><b>Hilton</b>: Not right now. I'm so busy with work, with this movie and my TV show and my album. I couldn't imagine wobbling all around, being all pregnant right now. Not yet. But one day I would love to have a family, just not right now.

<title><![CDATA[Britney Spears, Paris Hilton, Lindsay Lohan To Blame For L.A.'s Paparazzi Problems, Police Chief Says]]></title>

The ubiquitous paparazzi, who can often be seen swarming around Hollywood hot spots looking for the next big photo, have become less of a problem for Los Angeles in recent months, Police Chief William Bratton told <a href="http://www.knbc.com/entertainment/17049301/detail.html" target="_new">KNBC-TV</a>. It's not because their shark mentality has diminished, however, but because their biggest targets have stopped chumming the water.
</p><p>"If you notice, since Britney [Spears] started wearing clothes and behaving; Paris [Hilton] is out of town not bothering anybody anymore &#8212; thank God &#8212; and evidently, Lindsay Lohan has gone gay, we don't seem to have much of an issue," Bratton, wearing a gray sweat suit and gym towel, told the network. "If the ones that attract the paparazzi behave in the first place, like we expect of anybody, that solves about 90 percent of the problem. The rest we can deal with."
</p><p>Later in the day, Bratton clarified his comments regarding Lohan's sexuality, saying in response to a question at a press conference: "I forget the exact terminology, but [the comment was made] in terms of her activities now seem to be that she's calmed down, and she's in a relationship that's quieted her down. And as such, [she] seems to be attracting less attention and there's less activity that the paparazzi, all of you, are focusing on."
</p><p>Bratton felt compelled to comment, he said, in response to a meeting planned for Thursday (July 31) at City Hall, which was called by Councilman Dennis Zine to discuss possible new restrictions on freelance photographers, or paparazzi. Zine, who told reporters that the impetus for his motion came when the city was forced to spend $25,000 to <a href="/news/articles/1580689/20080131/spears_britney.jhtml">escort Spears from her home to a West L.A. hospital</a> this past January, wants the city to enforce a "personal safety zone" around celebrities.
</p><p>Bratton insisted to the network that the idea itself is ridiculous, ambiguous and nearly impossible to enforce, calling Zine's motion "grandstanding and foolishness." Although representatives from several cities in and around Los Angeles, including Beverly Hills and Malibu, were expected to take part, Bratton said that no representatives from the police department would be in attendance.
</p><p>"We have sufficient laws on the books" to deal with the problem, he said.
</p><p>The issue of how to curb aggressive paparazzi has been a hot topic recently in Los Angeles and surrounding cities. In Malibu, city representatives have asked Ken Starr &#8212; the dean of the Pepperdine Law School who is best known for his investigation of President Bill Clinton &#8212; to help draft an ordinance that could possibly include a paparazzi tax, according to <a href="http://cbs2.com/local/Paparazzi.City.Hall.2.784571.html" target="_blank">CBS 2-TV</a>.
